Destínase la suma hasta de doscientos mil pesos oro para la adquisición de toda la propiedad del edificio del Panóptico de Bogotá, mediante un arreglo con el Departamento; pero si tal arreglo no pudiere llevarse a término, o si al Gobierno parece preferible, podrá destinarse dicha suma a la construcción de una Penitenciaría de sistema moderno. Si esto fuere lo adoptado, se procurará adquirir una zona de terreno fuéra del área de la ciudad, abundante en aguas y elementos de construcción.
