Las zonas francas funcionarán dentro de áreas delimitadas por los estatutos orgánicos respectivos, en las cuales se aplicará una normatividad especial en materia aduanera, cambiaria y de comercio exterior, de conformidad con las normas que desarrollen las leyes marco sobre la materia y con las disposiciones expedidas por el Gobierno Nacional.
