El capítulo De las penas, contenido en esta Ley, se hará publicar por los Gobernadores en edición copiosa, para repartirla oportunamente, por conducto de los Alcaldes, a los miembros de los Jurados Electorales y de Votación, cuando se instalen. También se publicará por bando, en la cabecera de cada Municipio, el domingo que preceda a las votaciones.
