El auxilio de que trata esta Ley será incluido en el Presupuesto de la próxima vigencia, y en caso de no hacerlo así, el Gobierno queda facultado para abrir créditos o hacer los traslados que sean necesarios para dar cabal cumplimiento a esta Ley.
