El Director Ejecutivo debe ser un experto de reconocida competencia en la organización y manejo de empresas, con experiencia en los campos de la economía, y para su designación no se tendrá en cuenta calificaciones de carácter político. Su remuneración será fijada por la Junta Directiva y su cargo es incompatible con el desempeño de cualquier clase de funciones públicas y con las actividades privadas que se fijen en los reglamentos.
