Art. 3.º Los baldíos por donde hayan de construirse tales ferrocarriles i los que quedan a uno i otro lado hasta la distancia de un miriámetro, los reserva la Nación para hacer las adjudicaciones ofrecidas o que se ofrezcan a las Componías empresarias i para destinar los restantes al fomento de nuevas poblaciones i a la amortización de vales de la deuda esterior por el sistema de remate i previo el correspondiente avalúo.
