Para ser Rector de la Escuela Normal Superior se necesita tener más de treinta (30) años y haber desempeñado uno de los siguientes cargos Ministro de Educación Nacional, Rector de la Universidad Nacional, Decano de una Facultad Mayor de la Universidad Nacional, Jefe de Departamento, Director de Especialización o Profesor de la Escuela Normal Superior.
