Artículo 2° autorizase al gobierno para trasladar del artículo y perdida de que trata el presente artículo de esta ley, al artículo o artículos nuevos del respetivo capítulo del Ministro de obras públicas, las cantidades que sean necesarias para atender a los pagos que deban hacerse mediante reconocimiento del Ministerio de obras públicas del valor de las obras material y demás bienes a que acude el artículo precedente
