En toda Penitenciaría habrá por lo menos dos médicos, uno, de los cuales, debe ser especialista en antropología criminal, psicología experimental y psiquiatría, quien estará, consagrado al estudio de la personalidad del delincuente. Habrá también, por lo menos, un dentista.
