Art. 4° Cuando juzgue el Gobierno oportuno contratar el empréstito de que trata la ley 13 de 1886 , "que concede ciertas autorizaciones al Gobierno en materias fiscales," el producto de aquel empréstito se aplicará á la compra de barras de plata para acuñar en piezas á la ley de quinientos milésimos (0,500), y se procederá á cambiar por tales piezas los billetes del Banco Nacional.
