ARTICULO 4° No se suspenderá la cedulación con motivo de los comicios del 9 de diciembre de 1990. No obstante, señalase el 9 de octubre próximo como la fecha límite para la incorporación de las nuevas cédulas en el censo electoral, transcurrida la cual, las cédulas de ciudadanía que se expidan no se tendrán en cuenta para los comicios mencionados.
