Los libros, revistas, folletos o coleccionables seriados de carácter científico o cultural editados e impresos en Colombia gozarán de una tarifa especial de la Administración Postal Nacional que en todo caso no será superior al cuarenta por ciento (40%) de la que se aplique a los impresos. El Gobierno Nacional tomará las providencias según el caso, para que los libros que se envíen a través de la Administración Postal tengan una tarifa postal internacional de carácter preferencial, equivalente a la que se aplica al correo de superficie.
