Con el objeto de que los servicios de transportes aéreos se presten por una compañía que sea auténticamente colombiana, por su capital y su dirección, y que sin perjuicio de tener una organización autónoma y rigurosamente técnica, esté bajo el control del Estado, queda autorizado el Gobierno para adquirir acciones en una empresa particular de aviación y para realizar las operaciones financieras que ello requiera.

En los términos de este artículo se adicionan los artículos 15,45 y 4 de la Ley 89 de 1938 .
