Art. 2.° El Gobierno podrá contratar, como lo estime conveniente, la limpia y mejora del cauce del río Magdalena, comprendidos del brazo de Mompós, el Canal del Dique y los Caños de Santa Marta.

Igual autorización se confiere al Gobierno para que atienda á la limpia y mejora de los ríos de Lebrija y Cesar.
