Los individuos á quienes no hubiere tocado en suerte prestar el servicio de banderas, pagarán en dinero, por una sola vez, el servicio militar, en cuotas no mayores de cien pesos ($100) ni menores de cinco ($5), según las facultades de cada uno y la reglamentación que dicte el Ministerio de Guerra. Los ciudadanos se clasificarán por lo menos en seis clases para los efectos de este artículo.
