Los acuerdos expedidos por los Concejos y sancionados por los Alcaldes se presumen válidos y producen la plenitud de sus efectos a partir de la fecha de su publicación a menos que ellos mismos señalen fecha posterior para el efecto. La publicación deberá realizarse dentro de los quince (15) días siguientes a su sanción.
