La persona encargada de los establecimientos a que se refiere el artículo 7.º, deberá exhibir, a petición de los Inspectores, todos los manifiestos facturas o conocimientos que1 se relacionen con los mencionados artículos. Asimismo tales Inspectores de cuarentena o cuales quiera empleados de aduana tendrán facultad para destruir, sin indemnización alguna, las plantas, simientes, etc., que encontraren en los equipajes sin los respectivos permisos de importación, si el interesado no los reembarcare dentro del plazo que prudencialmente señale el inspector de Sanidad.
