Para dar cumplimiento efectivo a esta Ley, se incluirán las partidas necesarias en el Presupuesto Fiscal próximo, y en los sucesivos, y en caso de no hacerlo, se faculta al Gobierno Nacional para abrir los créditos adicionales y hacer los traslados y apropiaciones indispensables para el fiel cumplimiento de esta Ley.
