Art. 1°. Autorízase al Poder Ejecutivo para que pueda contratar con el Sr. Cerbeleón Martínez Ribón la construcción de un camino de herradura que ponga en comunicación las Sabanas del Valle de Upar, con la ribera oriental del río Magdalena, en algún punto comprendido entre los puertos de Plato y Guamal.
