Art. 3.° Cuando el empleado ó funcionario público que exija el suministro ó decrete la-expropiación de los efectos á que se refiere el artículo anterior, no tuviere en su poder billetes de los mencionados en el mismo artículo, girará por el valor de los objetos suministrados ó expropiados, una letra á cargo de la Tesorería general y á favor del respectivo interesado, pagadera en billetes de Tesorería de los antes referidos,.
