Identidad étnica y cultural y el derecho a la diferencia . El Estado reconoce que las comunidades son parte constitutiva de la nación y tienen derecho a conservar, reproducir y trasmitir los valores, tradiciones, prácticas e instituciones que sustentan su identidad étnica y cultural. Por lo tanto, los mecanismos, medidas y procedimientos contemplados en este decreto deben garantizar la pervivencia de la identidad étnica y cultural de las comunidades.
