La Comisión estudiará también la carretera del Sur de Pasto a Barbacoas y dará concepto fundado sobre la conveniencia de convertirla en calzada automoviliaria con expresión de su costo probable y demás datos conducentes a justificar la obra; así como, al estudiar el ramal c) de que trata esta Ley, deberá informar al Gobierno sobre la posibilidad de construir en la vía una calzada automoviliaria, el costo probable de esta y las razones, si las hubiere, que pudieran hacerla preferible al ferrocarril.
