Art. 48. Las estampillas de habilitación serán triangulares y de las clases de papel sellado ó de las estampillas de timbre nacional que deban reemplazar. En la base del triángulo llevarán la palabra "Habilitación"; en la línea izquierda las palabras "(Bienio de……)" y en números los años que comprenda; y en la línea derecha el valor de la estampilla.
