Las sumas de cuya inversión queda encargado del Instituto de Crédito Territorial, según esta ley, serán destinadas en un sesenta por ciento (60%) a construcciones dentro del Departamento en que se recauden, y el otro cuarenta por ciento (40%), en otros lugares de la República donde sean mayores las necesidades de la vivienda, a juicio del Instituto.
