Art. 3. º La Primera elección ordinaria de Presidente de la Republica para un cuatrenio tendrá lugar en los primeros quince días de las sesiones ordinarias del Congreso de 1914.

° El Presidente de la República tomará posesión ante la Corte Suprema de Justicia, y en defecto de ésta, ante dos testigos.

° El primer período presidencial ordinario empezará el 1 de enero de 1915.
