Autorízase al Gobierno para llevar a cabo las operaciones de crédito que estime necesarias para el cumplimiento de esta Ley, operaciones que solo requerirán para su validez de la aprobación del Consejo de Ministros.

En el caso de que no obtenga condiciones aceptables para la financiación de las obras de que se trata, el Gobierno incluirá cada año en el Presupuesto Nacional las partidas necesarias para realizarlas, dentro del plan general de obras de la respectiva vigencia.
