º. Competencia para contratar. Los departamentos, distritos y municipios certificados podrán contratar directamente la prestación del servicio público educativo, bien sea con recursos propios o con recursos del Sistema General de Participaciones. Los municipios no certificados o los corregimientos que requieran contratar la prestación del servicio público educativo con recursos propios, deben hacerlo a través del respectivo departamento.
