En el Presupuesto de la próxima vigencia se incluirán necesariamente las partidas de que tratan los artículos anteriores, pero en caso de no ser incluidas, el Gobierno queda ampliamente facultado para hacer los traslados y apropiaciones del caso para el cumplimiento de esta Ley, en cargo al presupuesto global de Educación.
