Compensación de obligaciones entre las entidades territoriales y el ISS. Vencido el plazo de que trata el artículo 2.2.16.3.10 de este decreto para el traslado de las cotizaciones por parte del ISS, la entidad territorial y el ISS deberán compensar las obligaciones de bono y de cuotas partes de bonos a favor del ISS por concepto de bonos pensionales o cuotas partes de bono tipo B a cargo de la entidad territorial, con la suma adeudada por el ISS por devolución de aportes, a partir de la fecha en que la entidad territorial reconozca la pensión a su cargo.
