El recaudo de la estampilla estará a cargo de los Entes Territoriales, las Entidades Públicas Descentralizadas del Orden Nacional, Departamental, Distrital y Municipal, para lo cual la entidad territorial creará una fiducia cuyo titular sea la Universidad de Cartagena donde consignarán los recaudos.
