Desde la promulgación de la presente Ley podrán denunciarse y adjudicarse las tierras baldías comprendidas en todo el territorio de la antigua provincia de Marmato, mediante la condición que el Estado se reserva, por ahora, la propiedad y goce de todas las minas existentes en dicho territorio, reserva que se hará constar expresamente.
