Las Cámaras organizarán con los miembros de su personal comisiones legislativas permanentes las que se encargarán de preparar las codificaciones nacionales, los proyectos de ley que sea necesario presentar a la Legislatura siguiente, y de dar voto consultivo en las cuestiones legales que se les sometan á estudio por el Gobierno.
