Corresponde a los Concejos, a iniciativa del Alcalde respectivo, adoptar la nomenclatura y clasificación de los empleos de las Alcaldías, Secretarías y de sus oficinas y dependencias y fijar las escalas de remuneración de las distintas categorías de empleos. Estas mismas funciones serán cumplidas por los Concejos respecto de los empleados de las Contralorías, Auditorías, Revisorías y Personerías .
