Para que la Nación crée establecimientos de educación técnica a solicitud de los Departamentos, es necesario que éstos contribuyan con el 25% de los gastos de fundación y sostenimiento. La Nación, por su parte, contribuirá con el 50% de los gastos de fundación y sostenimiento de los establecimientos técnicos que los Departamentos y Municipios hayan creado antes o que funden después de la vigencia de esta Ley, pero no habrá sino un aporte nacional para Universidades Técnicas en cada Departamento.
