El conocimiento de los delitos de que trata la presente Ley corresponde en primera instancia a los jueces penales y promiscuos del Circuito, para su investigación se utilizará de preferencia personal especializado de la Policía Judicial y Jueces de Instrucción Criminal, radicados o ambulantes.
