° Todo concesionario de exploración y explotación de petróleo de propiedad nacional en la región oriental, pagara al Gobierno en el puerto de embarque de sus productos, en especie o en dinero, a voluntad del Gobierno, una regalía o participación del 3% del producto bruto explotado. Este artículo sustituye, para la región oriental, la tarifa establecida en el artículo 39 del Código de Petróleos.
