La Empresa, con la aprobación del Gobierno, podrá contratar empréstitos internos y externos y emitir bonos destinados a la circulación pública. La autorización gubernativa deberá ser previa y en ella se determinará el monto del empréstito o emisión, el tipo de colocación e intereses, la forma de redención, el destino del capital y los detalles de la respectiva operación.
