Art. 1.° Para que pueda cumplirse totalmente la lei 155 que cedió al Gobierno nacional los Terrotorios de la Nevada i Motilones, i consultando la seguridad del tránsito i la de los habitantes de las poblaciones cedidas, así como la reduccion de los salvajes Motilones a la vida civil, cédese a la Nacion el distrito del Espíritu Santo, para asiento del Gobierno del Territorio.
