Artículo segundo. Los contratos que celebre el Gobierno, en virtud de autorizaciones legales, y cuyo valor sea o exceda de cincuenta mil pesos ($ 50.000.00) moneda legal, deberán remitirse, una vez impartida la correspondiente aprobación ejecutiva, al Concejo de Estado, para que este decida si están o no ajustados a tales autorizaciones. Cuando en el contrato no exprese suma determinada, pero por las estipulaciones del mismo se puede apreciar por el Gobierno que su cuantía es o excede de cincuenta mil pesos ($ 50.000.00), deberá obtenerse la revisión del Concejo.
