Artículo cuarto. Siempre que el funcionario respectivo tuviere conocimiento por el medio previsto por el artículo anterior, de la ocupación indebida de terrenos baldíos de uso comunal, ordenará la práctica de una inspección ocular, con el fin de establecer la calidad comunal de los terrenos ocupados y los cerramientos u otros modos de ocupación que impidan su aprovachamiento por todos los vecinos del lugar.
