La Superintendencia de Subsidio Familiar, previo concepto del Consejo Superior del Subsidio Familiar, podrá autorizar la constitución de cajas sin el lleno de los requisitos establecidos en el artículo anterior en casos excepcionales de especial conveniencia y atendiendo siempre a su ubicación geográfica, de conformidad con lo previsto en el
