Los menores de diez y siete años y mayores de siete, que ejecuten actos definidos por el Código Penal como delitos, o castigados por el Código de Policía como infracciones, quedan sometidos a la jurisdicción de un funcionario especial, que se denominará Juez de Menores, y sustraídos a la acción de los sistemas de investigación y de penalidad aplicados a los mayores de edad, en cuanto se opongan a las disposiciones de esta Ley.
