Crear la Comisión intersectorial para las emergencias nacionales o internacionales relacionadas con el abastecimiento de hidrocarburos, la cual tendrá por objeto la orientación y coordinación de las medidas tendientes a dar una respuesta eficiente frente a emergencias nacionales o internacionales que afecten o puedan afectar la demanda u oferta continua de hidrocarburos y sus derivados.
