Art. 1.° Decláranse canceladas las hipotecas otorgadas por empleados públicos nacionales para responder de su manejo, i por los particulares para asegurar el pago de los remates de las rentas nacionales de tabaco, diezmos i aguardiente (con escepcion de las que pertenezcan a créditos cedidos por la Nacion), i las hipotecas otorgadas por empleados de Hacienda de cualesquiera otros ramos hasta el 8 de mayo de 1863. En consecuencia, se declaran tambien canceladas las cuentas de los responsables hasta la fecha espresada.
