° La Empresa tendrá a su cargo la dirección, administración, explotación, conservación y vigilancia de los terminales marítimos y fluviales de Barranquilla, Buenaventura, Cartagena, San Andrés, Santa Marta, Tumaco y Leticia y los demás puertos que en el futuro le sean incorporados por el Gobierno. Así mismo, en el caso de instalaciones de carácter privado tendrá a su cargo el control de las labores operativas de todas las obras portuarias.
