° En las reservas superficiales que se convengan o acuerden con los contratistas, de conformidad con lo dispuesto en el inciso 3º del artículo 19 de la Ley 37 de 1931, se entenderá excluida el área actual y futura de las poblaciones y caseríos. Ni habrá lugar tampoco a expropiación en estas zonas urbanas.
