Competencia de Unificación. Será deber del Gobierno, por conducto del Departamento Administrativo de la Función Pública, velar por la permanente homogeneización de los trámites dentro de la Administración Pública. Se entiende por homogeneización el deber de la administración de establecer trámites equivalentes frente a pretensiones equivalentes o similares que pueda presentar un ciudadano ante diferentes entidades de la Administración Pública.
