º. Autorízase al Gobernador del Departamento del Valle del Cauca para establecer los siguientes gravámenes adicionales:

Hasta $ 0.10 por cada cajetilla de cigarrillos nacionales y hasta $ 0.20 para los cigarrillos "extranjeros";

Hasta $ 1.00 por cada botella o envase de licores extranjeros, sea cual fuere su contenido. Estos gravámenes especiales seguirán recaudándose independientemente de alzas o reajustes que el Gobierno Nacional o el Congreso decreten sobre el consumo de tales productos.
