Si en el curso del presente año el Gobierno no pudiere verificar los contratos de empréstito para la reconstrucción de la ciudad de Túquerres, de que tratan las Leyes 115 de 1936 y 46 y 130 de 1937, elévase a doscientos mil pesos ($ 200,000.00) la partida destinada en el Presupuesto con ese objeto, suma que se invertirá en las obras a que deba darse preferencia a juicio del Ministro de Obras.
