Las minas de que trata el ordinal 2º del artículo 202 de la Constitución están sujetas, en cuanto a su administración y disposición, a las reglas generales referentes a los bienes fiscales; pero el Gobierno puede explotarlas también por medio de contratos, sujetos a la aprobación del Congreso o celebrados a virtud de una autorización especial, conferida por medio de una ley.
